Help decoding Thread-Index value from Outlook 14 (2010)

Hello All,

Have any of you had success extracting timestamps from the following Thread-Index value format?

AQIzIBmai4oAF1tNfCETKP0sI5Z3/g==

I have now tried a few different methods of manually extracting and decoding a timestamp from this Thread-Index value, and the end result has never been plausible. (Well, not even possible!)
